Disclosure Scotland is an executive agency of Scottish Government, and one of the most critical bastions of Government to ensure that we live in a safe and secure society. Our work ensures that employers make safer decisions when hiring and, most importantly, protects vulnerable children and adults. In 2020, the Disclosure (Scotland) Act received Royal Assent, which will spark ground-breaking new policy, procedures, and ways of working. At the heart of this programme of change, sits our complex digital transformation.

As we move toward the delivery of the Act, we continue to grow and adapt. Our current team includes many key high performers, but to meet the demands of new and increasingly customer centric ways of working, we require further innovative talent and leadership to join us on this journey. As a result of this incredible programme of work, we now require a Head of Engineering to join our team.

The role:

As Head of Engineering, you will manage a team of highly skilled software and test engineers, and technical architects, supporting Disclosure Scotland’s wider digital Delivery Teams. This is primarily a management and leadership role, but there are opportunities to be hands on in developing and implementing key features of the Disclosure Scotland service.

Key responsibilities will include:

  • Acting as the link between directorate leadership and technical experts to ensure the delivery of key strategic priorities.
  • Taking ownership of and overseeing the technical strategy for Disclosure Scotland.
  • Managing the delivery of high-quality software and the teams developing it.
  • Building high-performing teams of permanent staff to ensure our continued and future success.
  • Leading the ‘Development, Test and Delivery’ of working software to meet the Disclosure Scotland “Definition of Done” (DoD).
  • Managing, mentoring and advising team members in all aspects of development and Testing practices and remaining up to date with best practice and new developments and trends within the testing and development industry.
  • Liaising with delivery managers and product owners to manage expectations and priorities during the testing stages of projects.  
  • Engaging with internal and external stakeholders to ensure the role of the team is well understood.
  • Playing a critical role in release management and deployment of software artefacts throughout the development lifecycle.
  • Contribute to the wider public sector community in Scotland, providing technical leadership, coaching, and mentoring the team, promoting knowledge sharing and adoption of good practice.

Implementing the Disclosure Act is the biggest challenge in our history. By 2024, we will fundamentally rethink how Disclosure Scotland meets the needs of citizens and organisations. We will improve safeguarding measures to protect and inform our customers in real time, and your innovation and creativity will fundamentally guide how we overcome the challenges ahead.

 

Essential Criteria:

  • Demonstrable experience in taking a release through the development lifecycle to live production, focusing on Continuous Integration and automation servers (e.g. Jenkins).
  • Have experience of working with public cloud technologies (i.e. AWS, Azure) and fundamental knowledge of Relational Databases and SQL.
  • Demonstrable experience of implementing software which automates or assists the testing process (e.g. Gatling, JUnit, Selenium) as well as demonstrable experience of creating and implementing a Test Strategy in a multi-vendor environment.
  • Demonstrable experience of planning, managing, and directing the work of others to meet tight timescales whilst leading, mentoring and developing a highly skilled specialist technical team.

DDaT Pay Supplement:

This post attracts a £4,000 ICT pay supplement after a 9 month ICT Competency qualifying period. Pay supplements are temporary payments designed to address recruitment and retention issues caused by market pressures and are subject to regular review.
