Wales’ councils are the foundations of our communities, providing vital everyday local services and a local democratic voice to Wales’ diverse communities. They are the economic bedrock of Wales’ economy, employing over 10% of the Welsh workforce and spending £3.5bn on goods and services.


Councils are providing a front-line response to COVID 19 and have rapidly reconfigured core services, providing vital new support to businesses, communities and the most vulnerable. Digital has been key to councils’ transformation, their approach to business, their engagement with users and the delivery of their services.


Councils had already embarked on an incredible period of digital transformation. In some cases, this has involved a root-and-branch review of service delivery, in others, furthering the already fantastic often collaborative work that has transformed service delivery and resident experience.


The Welsh Local Government Association (WLGA) champions, supports and represents Wales’ councils and, working with the Welsh Government, we are recruiting a Chief Digital Officer to support councils in driving and delivering their digital ambitions for wider collaboration and further transformation.


Our drive for change, collaboration and best practise will now prove to be more crucial than ever, as the 22 councils and public service partners in Wales strive for new levels of performance and delivery via digital transformation.


As the Chief Digital Officer, you will:

  • Act as a central thought-leader to support and drive user and service led digital transformation across the Welsh local government landscape;
  • Champion the use of digital technology and practices as a digital evangelist;
  • Coordinate and network within executive level professionals and political leaders to ensure collaboration, knowledge sharing and best practice;
  • Working with CDOs in the Welsh Government, NHS Wales and local authorities, ensure that Wales is increasingly seen as the benchmark for large scale and multi-agency digital transformation;
  • Help to establish common service standards and best practise across multiple teams;
  • Engage with Welsh and UK Government as a key digital representative for Welsh local government;
  • Help to standardise capability across multi-disciplinary teams;
  • Build a small but highly capable team to support the delivery of this vital agenda;
  • Represent the WLGA at the highest levels, working with, advising and supporting local authority leaders and Welsh Ministers.
  • As an established digital leader and evangelist, you will have the skills to rapidly develop an effective network across Wales and beyond to achieve our ambitions. As an energetic and engaging leader, you will possess the skills to influence at every level, imparting your digital knowledge and skills in a constructive, empowering, and collaborative manor.


This is the first role of its kind and will set the standard for both digital transformation and collaborative working. You will raise not only the profile of Wales, the WLGA and the councils we represent, but your own profile as a key instrument in the transformation. Mewn rhai achosion, mae hyn wedi cynnwys adolygiad gwraidd a changen o ddosbarthu gwasanaeth, mewn rhai eraill, wedi parhau’r gwaith cydweithredol sydd eisoes yn wych sydd wedi trawsnewid dosbarthiad gwasanaeth a phrofiad preswylwyr.


Mae Cymdeithas Llywodraeth Leol Cymru (CLlLC) yn amddiffyn, yn cefnogi ac yn cynrychioli cynghorau Cymru ac, wrth weithio â Llywodraeth Cymru, rydym yn recriwtio Prif Swyddog Digidol i gefnogi cynghorau wrth iddynt ymdrechu a darparu eu huchelgais digidol am gydweithrediad ehangach a thrawsnewidiad pellach.

Mae ein hangerdd am newid, cydweithrediad ac arferion gorau yn fwy hanfodol nag erioed, wrth i 22 o gynghorau a phartneriaid gwasanaethau cyhoeddus yng Nghymru ymdrechu am lefelau newydd o berfformiad a dosbarthiad drwy drawsnewidiad digidol.


Fel Prif Swyddog Digidol, byddwch yn:

  • Gweithredu fel arweinydd agweddau canolog i gefnogi ac annog trawsnewid digidol dan arweiniad defnyddwyr a gwasanaeth ledled tirwedd llywodraeth leol Cymru;
  • Hyrwyddo’r defnydd o dechnoleg ac arferion digidol fel hyrwyddwr digidol;
  • Cydweithio a rhwydweithio gyda gweithwyr proffesiynol ar lefel weithredol ac arweinwyr gwleidyddol er mwyn sicrhau cydweithredu, rhannu gwybodaeth ac arfer gorau;
  • Gweithio gyda Phrif Swyddogion Digidol o fewn Llywodraeth Cymru, GIG Cymru ac awdurdodau lleol, sicrhau fod Cymru yn cael ei gweld fel y meincnod ar gyfer trawsnewidiadau digidol ar raddfa fawr ac amlasiantaethol;
  • Helpu i sefydlu safonau gwasanaeth cyffredin ac arferion gorau ledled sawl tîm;
  • Cysylltu â Llywodraeth Cymru a’r DU fel cynrychiolydd digidol hanfodol ar gyfer llywodraeth leol Cymru;
  • Helpu i safoni'r gallu ar draws timoedd amlddisgyblaethol;
  • Adeiladu tîm bach ond hynod o alluog i gefnogi dosbarthiad yr agenda hanfodol hwn;
  • Cynrychioli CLlLC ar y lefelau uchaf, gan weithio gydag arweinwyr awdurdod lleol a Gweinidogion Cymraeg, eu cynghori a’u cefnogi.
  • Fel arweinydd digidol a hyrwyddwr sefydledig, bydd gennych y sgiliau i ddatblygu rhwydwaith effeithiol ledled Cymru a thu hwnt i gyflawni ein huchelgeisiau. Fel arweinydd egnïol sydd yn gallu ymgysylltu, byddech yn meddu’r sgiliau i ddylanwadu ar bob lefel, rhannu eich gwybodaeth a sgiliau digidol mewn modd adeiladol, grymusol a chydweithredol.
